Thanks to a special concession - known as the LVCR (Low Value Consignment Relief) system - introduced by the EU in 1983, retailers based on the Channel Islands have long been legally exempt from payment of VAT when choosing to send parcel batches containing certain low-value items from the Islands to the UK. This apparently unjust arrangement has proved a bone of contention for many years, but will finally be scrapped by the British government from 1 April 2012.
